WHO CAME UP WITH THE IDEA OF GROUNDING KIDS? It doesn't work!?

I don't get it who came up with this stupid idea. Why do YOU ground YOUR kids? My sister does it just because that's what everyone else does but it doesn't work! She has 3 kids and they're ALWAYS grounded. It's obvious she's just punishing them just for the hell of it... I mean if they're always grounded that should be a clue to her that it doesn't work.. it's not going to deter them. I mean she grounds them for stupid stuff like accidents. EVERY single kid I knew that lived in a "Grounding" household was a trouble maker. The fear of being grounded NEVER phased them it was just punishment AFTER the fact. Parents need to stop being lazy SOBs and think of a new way to deal with bad behavior. Correct it BEFORE they do something wrong not punish them AFTER.
