LAALX - Recommend, But Has Little Research; Any Suggestions?

Seems expensive (ER=1.26), has about 50% in stocks and 50% in cash at present and shorts a lot of stocks per Morningstar. And, as you say, it is new. What is Fidelity's justification for the recommendation?
