Can someone with dual citizenship get married in both countries?

If someone has dual citizenship, can they get married in both countries and it be legal?? I heard this person who is from Colombia and is a citizen of the United States, got married in the US, then got married 10 years later in Colombia, is this legal?? Or should they be in jail, if jail in which country??
